What is considered food stamp abuse?

A female just moved in my building and I think she sold her food stamps for crack cocaine.Actually I am suspicious,but did not witness any illegal transaction.I am asking this question because of many years ago;a female that worked for a bank and was taking care of an elderly person sold her food stamps to a volunteer fire fighter and he involved me because I saw the transaction from a block and a half away and thought that he or she was grocery shopping for the old lady,I did not know that the female as an assumed crack cocaine addict and that he was buying her food stamps to purchase illegal drugs,I had nothing to do with their transactions and did not think that their relationship or meeting was for that purpose.In fact I was being framed.I don't want to lose my food stamps or privileges because I was born in United States and have to live under the countries laws which most of their customs are fair.An example of the regions practices is as follows;the elderly woman who lives downstairs collects all the sales papers that the mailman delivers and takes out all the Red Plum coupons and gives them to the younger female that lives in the attic because she takes her to her doctors appointments and grocery store and I think she is her relative too.Which in fact is trespassing,stealing my coupons out of my mail box and depriving me of one of my privileges of being a U.S. citizen,this was verbally told to me by both perpetrators because I said I got coupons off the internet,but ink costs $20.00 a color;mine is an epson so I would rather have the coupons that are delivered to my mail box,besides my checks were also stolen and the problem with my neighbors have not stopped.Sometimes I feel the should change their nationality and go live with the nationality or person that wants to deprive them,like the drug dealer that takes all their money and food stamps to rip the shirts off their backs,instead of blaming me for their cruel and prejudice acts and quit being stupid and thinking that drug dealer is doing them a favor.He has thousands,guns,new cars,and gas;he is not treating you, he is invading you.Get your priorities straight and quit trying to frame me for your faults.Telling them does not do any good,they just make more plans to deprive and spite me.This is the only way I can get the message across,and I am not trying to slander anyone.I am trying to protect and sustain myself and do not want evicted before I can move because of others false complaints to me.I am in a very difficult,complicated situation because of narrow minded idiots.
