How is perpetrator tracking done?

how is perpetrator (suspect) tracking done? If a person without an ID but with a general description was suspected of a serious crime like murder in a small town in say Iowa, would the local authorities send out a general description to the neighboring state law enforcement agencies? Would they do this only statewide or would they send out to local authorities in other states? If so, how is this done? Fax?
