Neighbours causing criminal damage,police not interested!?

Neighbours to our tenants have caused a significant amount of damage to the bordering hedge,fence and mature tree shrub,causing harassment to them in the process.Police were involved but are not taking any further action.No point in suing because the perpetrators are on benefits.Housing association own their property but are not taking any action either.Any (legal) suggestions would be gratefully received.Thanks
