What is pop warner cheer?

I have been on an all-star cheer team and on my high school's cheer team, but I don't know much about pop warner. What is different about pop warner? The only definition I have found is a city cheerleading team, but that doesn't tell me anything else. Is it a team that competes or cheers for games or does both??
